I am Suggesting a Combine Officer, or a Metro Cop without a Helmet. They are one of the High Command, and they are Controlled by the CA, not the SeC, CA.
They are like Super Loyalists, Higher then the CWU. They Train Recruited Units, and do some Community Service. but they are stripped CLEAN, of weapons.
they have a Calm Aura. Basiclly Trained Citizens in Uniforms.

Names that are suggested: C18.CO.NOVA.905 They are sorta like HELIX but they clean up Infections, and Contaminated areas.
C18.CO.UNION.785 They do Community service, and Social Work.
C18.CO.DAGGER.436 Now these guys train Units and put them into combat, the only weapon they have is a Stun Stick
C18.CO.RECRUIT.563 They are just Recruits, Units that are 04+ get to decide if they get to be CO or not, but once they are RECRUIT, they must pick a devison quickly
C18.CO.REAPER.563 They are combat Officers, they are Highly trained Officers, they carry MP7, and a Pistol, but they must be Premoted from DAGGER to be this, this rank is equal to DvL.
